Help Please Ipaq H3660 Problem

Hi all new here and I need some help, I have a IPAQ H3660 which is running PC2000 and i have a laptop which is running XP and I cannot get them to Sync and with out this sync I cannot get Medion GPS to run on the Ipaq. Can any one help me out with advice on this. How do I upgrade the Ipaq to PC 2002?
